What is Cancellation of PRS (Passenger Reservation System) counter Tickets through 139.

As a part of the Rail Budget Announcements of 2016-17, Railways has introduced cancellation facility for PRS counter tickets through 139 or IRCTC website for all confirmed, RAC and waitlisted PRS Counter tickets. This facility of cancellation through 139 or IRCTC website will give a huge relief to the passengers.

To facilitate passengers with PRS counter tickets to cancel their tickets through within the prescribed time limit as per Refund Rule 2015 facility for cancellation of such tickets through 139 (by IVRS – Interactive Voice Response System  and SMS).

 A pilot project was inaugurated by Hon’ble MR on 29th April, 2016, for cancellation of fully confirmed PRS counter tickets. The pilot was restricted to cancellation of tickets for trains scheduled to depart within the next 24 hours. Now this facility is being extended to all confirmed tickets without any time limit and also for RAC and Wait listed tickets.

Condition for Cancellation of Counter tickets

Cancellation will be permitted in normal circumstances only and not in case of late running of trains/cancellation of trains etc.
This facility shall be available only in case the mobile number has been given at the time of booking the ticket.
Online cancellation or cancellation through 139 shall be permitted only upto 4 hours before the scheduled departure of the train in case of confirmed tickets and upto half an hour before the scheduled departure of the train in case of RAC/Wait listed tickets. The refund shall be permissible only on surrendering of original PRS counter tickets.
Refund of fare amount shall be collected only at the journey commencing station or nearby satellite PRS locations defined by Zonal Railway as under:-

  • During first two hours of the opening of PRS counters on the next day for the tickets for the trains whose scheduled departure time is between 1801 hours and 0600 hours.
  • Up to 4 hours after the scheduled departure of the train during the working hours of PRS counters/current  counters/special counters where cancellation is permitted round the clock on the  tickets for the trains whose scheduled departure time is between 0601 hours and 1800 hours.
  • No refund of amount would be given after the above mentioned prescribed time limit.
Passenger details (Viz.name, age, gender, booking status, current status) and journey details will be displayed on the website.
Once the passenger confirms full cancellation of PNR will be done and PNR will be marked as Cancelled but not refunded in the system. Seat/berth will be released. Refund amount due will also be displayed to the passenger on website
All the privilege/duty pass/PTOs/complimentary pass tickets may be allowed to be cancelled through website. In the case of pass zero refund is permissible however, for validity of the pass for fresh booking the passenger shall approach the counter to get the pass re-validated by marking the same cancelled against the earlier booked tickets as per prescribed rule.

Why TDR Rules

TDR (Ticket Deposit Receipt) can be submitted to claim refund if customer was not able to perform the journey due to any /or the following reason.

  • Train cancelled by Railways
  • Train running late by more than three hours
  • Difference of Fare in case proper coach not attached
  • AC Failure
  • Travelled without proper ID proof
  • Wrongly charged by TTE
  • Party partially travelled
  • Passenger not travelled

TDR Rules

  • The TDR Refund will be processed as per Extant Railway Rules.
  • TDR should be filed before or within 1 hour of the Departure of Train.
  • The refund process will take at-least 60 days and more.
  • E-ticket refund request (after chart preparation) can be filed online.

Refund Rules

  • In case train is cancelled by the Railways due to accidents, breaches or floods, bandh or Rail roko agitation etc – full refund of the fare of entire booked journey will be granted .Online cancellation can be done up to 72 hrs.
  • In case train is running late more than 3 hrs – full fare will be refunded.
  • In case proper coach is not attached – Difference of fare between the booked class and lower travelled class will be refunded. Certificate from the TTE (in original) for the lower class travelled is must to claim for refund.
  • In case of AC failure of AC1class/executive class- Difference of fare between AC1 class or executive class and first class will be refunded for the distance AC not worked. Certificate from the TTE (in original) for the AC not worked is must to claim for refund.
  • In case of AC failure of AC2/AC3 class- Difference of fare between AC2/AC3 class and sleeper class will be refunded for the distance AC not worked. Certificate from the TTE (in original) for the AC not worked is must to claim for refund.
  • In case of AC failure of AC chair car class- Difference of fare between AC chair car class and second class will be refunded for the distance AC not worked. Certificate from the TTE (in original) for the AC not worked is must to claim for refund.
  • In case travelling without proper ID proof, will be considered without ticket and will be charged accordingly. Chief commercial manager/refunds can be approached for discretionary refund. Excess fare ticket (EFT) (in original) issued by the TTE is must to claim for refund.
  • In case of wrongly charged by the TTE-full refund will be granted by the chief commercial manager/refunds. Excess fare ticket (EFT) (in original) issued by the TTE is must to claim for refund.
  • In case party/ family partially travelled – refund will be granted by the chief commercial manager/refunds as per rule. Certificate from the TTE (in original) for the less passenger travelled is must to claim for refund.
  • In case passenger not travelled – refund will be granted by the chief commercial manager/refunds as per extant Railway rule.
  • Partially used reserved ticket by Rajdhani, Shatabdi and Jan Shatabadi Exp – No refund is allowed.
  • In case Railways is not able to provide accommodation – full refund will be granted.
  • Refund on tatkal ticket – if it is cancelled up to 24 hrs before the scheduled departure of the train 25% excluding the tatkal charges will be refunded. Thereafter no refund means would be zero refund

  • Can I prepone or postpone my reservation?

    The date of journey on Confirmed/RAC/Waitlisted tickets can be preponed or postponed in the same/higher class or for a longer distance on payment of nominal charges. This facility can be availed only once, irrespective of whether the accommodation available is reserved or RAC or wait-listed. If you want to prepone the date of your journey, you should surrender your ticket during working hours and up to six hours before the schedule departure of the train in which fresh reservation is required. For postponement, the ticket must be surrendered at least 24 hours before the schedule departure of the train in which reservation is presently held. Such changes can be made only once.

  • Can I change the boarding station?

    Yes, you can. All you have to do is submit a written request to the Reservation Supervisor of the Original boarding station or contact any Computerised Reservation Centre, at least 24 hours before the department of the train. However, no refund is permissible for the unused portion of the journey. Such changes can be made only once.

  • Can I break my journey at any intermediate station?

    If you hold a journey ticket for more than 500 kms, you can break your journey once for two days at any station enroute. This facility can be availed only after traveling 500 kms from the starting station. If your ticket is for more than 1000 kms, you will be allowed to break your journey twice. The day of departure and arrival must be excluded while calculating the number of eligible days for break of journey. And remember to get your ticket endorsed by the Station Manager/Ticket Collector at the station where you intend to break your journey. Note:

    1. For through passenger, any halt at intermediate station for less than 24 hours to catch a connecting train will not be treated as break of journey.
    2. This facility is not available to passengers traveling by Rajdhani/Shatabdi/Jan Shatabdi Express trains.
    3. This facility is not permitted short of the station up to which reservation has been done.
    4. Intention to break journey is to be advised at the time of original booking and not after obtaining reservation.
  • Can I extend my journey beyond the original destination?

    Yes, Indian Railways allow extension of journey. This can be done by approaching the ticket checking staff either before reaching your destination or after completion of booked journey. The fare for the extended portion of the journey will be collected without the benefit of telescopic rates.

  • Can I upgrade my ticket to a higher class, enroute?

    Your reserved ticket for a lower class can be upgraded to a higher class for the same train and date, subject to availability of accommodation. The upgrading of accommodation can be done only once on collection of fresh reservation charges and the fare difference. This can also be done during the journey by approaching the Travelling Ticket Examiner.

  • Can my confirmed ticket be transferred to somebody else?

    If you are holding a confirmed ticket and are unable to travel, your ticket can be transferred to your family members viz., father, mother, brother, sister, son, daughter, husband or wife. To transfer your ticket, you must submit your request atleast 24 hours in advance of the scheduled departure of the train. Tickets can also be transferred.

    1. To another Government Servant traveling on duty, atleast 24 hours in advance of the scheduled departure of the train.
    2. To other students of recognized Educational Institution when the Principal/Head makes a request at least 48 hours in advance of the scheduled departure of the train.
    3. To other members of the marriage party, if the head of such a party makes a request at least 48 hours in advance of the scheduled departure of the train.
    4. To other cadets of NCC, if the head of the group makes a request atleast 24 hours in advance of the scheduled departure of the train. Such changes can be made only once. If the request does not exceed 10% of the total number of group members.
  • What are Circular Journey Tickets?

    If you wish to go on a pilgrimage or sightseeing trip to many destinations, Indian Railways provide the facility of booking Circular Journey Tickets. These tickets offer you unique travel flexibility, as they are issued for all journeys (other than regular routes) which begin and end at the same station. Circular Journey Tickets can be purchased for all classes of travel. A maximum of eight break of journeys will be admissible on these tickets. Endorsements for break journeys are not needed. Standard Circular Journey Tickets are also offered by Zonal Railways. These cover popular destinations for the convenience of tourists. The detail of route, fare etc., for these tickets can be obtained from nominated stations in each Zonal Railway. You can purchase these tickets if any one of the standard routes suit your convenience.
